It does, as long as the files aren't in-use by a resident program. Also allot of antivirus' use that location.

I've never had any issues with it refusing to load when using the Portable build on Win10 machines, as for the installers I won't even bother with them anymore.

CCleaner appcrash after selecting install.

Due note you aren't alone with CCleaner not installing, and with it crashing - just look around the forums and you'll notice other topics. So with that in mind it "may not be your system"! -
If you manually update to the newest version 5.30.6065 (just install it over your previous install of CCleaner) it's supposed to fix the update issue.

Not sure if defraggler has messed up my files and HDD health

Backup your data, then run chkdsk /r on the drive as it be a bad sector(s) which most mechanical hard drives will eventually have. chkdsk /r can take hours to perform on a 2TB hard disk. -
Also make sure files in the CCleaner folder are not marked as read-only.

If you've been having issues with it not automatically updating by itself perhaps visit the Microsoft Updates/Windows Updates site, and download any update that states it's for Root Certificates. Sometimes updating Root Certificates when an update is available may fix the issue.

It's Windows 10, as soon as you clean some stuff with CCleaner it will almost immediately be re-downloaded. One thing I found is to go into Settings, and start turning Off allot of the Privacy settings which are all On by default - doing that alone helps stop allot of the stuff being added back in after cleaning. -
Some antivirus software adds stuff in there too, not sure what would happen if it were removed. One example is Avira Free Antivirus adds this in there:

Just a quick note: If you use uBlock Origin, and also Avira Browser Safety they are incompatible with each other - so choose one and uninstall the other and definitely don't have both running and installed at the same time. I personally uninstalled Avira Browser Safety in favour of uBlock Origin which is much more useful to me. When both are combined: * As of uBlock Origin version 1.12 in Chrome/Chromium it was cause several issues, including a possible browser crash. *As of uBlock Origin version 1.12.4 in Mozilla Firefox when exiting/closing Firefox it will crash.

Could be the reallocated sectors, then again some drives can be old with a pre-failure / old age flag on them and keep on working for a very long time. I'd recommend downloading another tool that can see if the drive is damaged. Try something like GSmartControl it can perform surface scans of the hard disk(s) - as long as they're installed internal hard disks. Or instead you could use free software from the drive manufacturer Seagate to check the drive.

Also AV companies like to have installers submitted to them, some will auto-upload without user interaction if configured to do so, and scanning on sites such as VirusTotal will have it submitted to them. Although some brands of AV are more prone to false positives.

Don't feel too bad it doesn't properly clean on older versions of Chrome/Chromium based browsers either which I I use Chrome's (SRWare Iron to be exact) built-in cleaners to do it, then you won't be waiting for them to update/fix CCleaner to do it. You can even create a shortcut/link in Chrome in the Bookmarks Bar to make it more quickly accessible with this in it as the URL (well at least it works in SRWare Iron that I'm using): Bookmark Name: Clear Browser Data Bookmark URL: chrome://settings/clearBrowserData Screenshot:
