If the CCleaner backups did not work try a system restore.
(Start, All Programs, Accessories, System Tools, System Restore)
Or, Since you don't use or need Photoshop Elements try uninstalling it, if it won't uninstall try the above steps first.

Use the prntscr or print screen key on your keyboard.
Use an image applicton like paint or Microsoft Photo Editor,
Click edit / paste as new image, (or something similar in your app, like right click paste)

They are the install/uninstall files for windows update, so if you are having no trouble after updating go ahead and remove them.
Please Note: That after removing the files you will no longer be able to uninstall the updates, in most cases is perfectly fine.
Just turn off secure deletion in this build.

So it was probably marked as a trusted site, in which case it was placed there by some kind of virus/spyware.
