Joe when you say a fresh install of Windows do you mean exactly that? You know where your previous version of Windows is totally gone, no programs you once had etc. Fresh download of a 1909 iso file and installing from scratch.
So if it was a clean install I take it you downloaded a fresh copy of CCleaner and are now using Defender as your AV ?
In a previous post you said you used McAfee, Defender and Malwarebytes. Win 10 Defender turns off if it sees another AV installed. Was Malwarebytes running in real-time or just as a second scanner?

Try going to C\Program Files\Ccleaner\uninst.exe and double clicking uninst.exe
By the way what happens when you try to uninstall it, and how are you doing it?

Don't forget that is just the latest on Firefox. Other browsers such as Chrome and new Edge take time to get updates.

When you have uninstalled CCleaner did you have a quick look in the Task Manager to make sure there were no instances of CCleaner left?
Can you try an install of the Slim Build (last in list) from here to see if it happens?

Need more info.
What operating system do you run?
Did you have CCleaner before you got 5.66?
In Windows Task Manager do you see lots of instances of CCleaner there?
Have you tried uninstalling CCleaner.. restarting your machine.. then doing a clean install of CCleaner?

When you were in the middle of using it?
Could you start CCleaner?
Please give as much information as you can

Users will ask why, if as you say, you don't track users, and you don't do data collection, why are there so many calls out to different Avast sites for example ?
Are these really all just about pushing the product?

I think the bottom line is people these days don't want to be tracked. They don't want a piece of software which is supposed to remove junk connecting out to Avast.
It's too much like a neighbour who watches from behind the curtains and notes down everytime you leave the house.

It happens to me everytime and it's when the download dialogue appears. For me it's not 'cause it's slow to start.
I would never install any software while in a browser session anyway.

What build of Windows 10 are you using? 1909, 1903, 1809 ?
Where did you try to download it from?
CCleaner definitely works on Windows 10.
