I don't use Winapp2.ini so will leave more thoughts to come from other mods/users who do use it.

Have you tried contacting Piriform directly?

If MBAM is a paid version, try turning it off before the install. Spybot may also block it if paid version.
Also try using the slim build available below, but do that after you have run a SFC (system file check)
