In Windows 10 got to Settings.. Apps... Microsoft Edge.. select Modify and then select Repair.

If you right click on Start, select Run and then type in Recent, you get a different list to the one shown in Win Explorer, more comprehensive ( I did anyway)
I tend to delete a lot of stuff manually as I like to see what's going on in my machine

Do you have FastBoot/Fast startup enabled?
Disabling that works for the Program Manager issue apparently.
I have Fastboot disabled and have never seen the Program Manager issue.

Are you using Win 10 ?
Does a full RESTART of your machine not do it? (not shutdown.. select RESTART instead)

Of course, you can also delete all of your Restore Points from here as well. Type in vssadmin delete shadows /all to delete everything.

Did you make a back up of the registry issues you cleaned when CCleaner offered you the chance to do so?
Do you have any system restore points from just before you did the clean?

CCleaner is pushed as being for the average user...supposed to take the strain and worry away. (I didn't say average clueless user as you called them)
An experienced user, with know how, would perhaps not use Driver Updater.

I think it is highly unlikely that CCleaner will support Linux in the near future.
