I guess the easiest way to tell is to uninstall CCleaner, restart your machine and test those programs again

Also does the issue still happen if you disconnect from the internet before you clean ? (this is just a question to discount certain scenarios)

I'm not getting it offered yet either, others are reporting the same thing.
It is supposed to be one of those rolled out updates which means it could be a while.
Those with older machines may be last to be offered it (to encourage them to buy a new Win 11 machine
)

What about uninstalling CCleaner, installing the Slim build from here and seeing if that works.
You can just insert your Pro key afterwards under Options..Upgrade to Pro.
