  1. Have you tried as a test uninstalling CCleaner on the main PC, rebooting, and then checking that no instances of it are left on the machine ?

    Then reinstall a new download of CCleaner (you can just download free version and put in your licence details to turn it into pro version.)

    Don't forget to make a copy.txt of your licence number and user name when purchased etc first

    Don't forget to choose all the setting you like to have it set to when you reinstall.

    It looks like your permissions may be a bit corrupt.

    Do none of these suggestions here work for you?

    If none of them do, then I would suggest (as a test) going into user accounts, making a new user, make it an admin user, and then boot into it.  No need to give it a password at this stage

    I suspect everything would work for you then.

    If not, just boot into your original account and delete the test one
