Are you saying you have uninstalled Edge from your Win 10 Pro machine?
It is a good idea to have it in place for when you need another browser.
What else have you done to your machine?
I am unsure what PKiDDiTB.exe is that you are trying to download.

What happens if , as a test, you use Edge to download from here?

Did you try running the new 5.91 installer as admin?

Have you tried uninstalling 5.86 and then restarting your machine?
Then you can download a new copy of 5.91.
You can just download the free version and put in your licence details to turn it into pro version.
(Make sure you have a copy of your licence details before uninstalling
)

Have you tried as a test uninstalling CCleaner on the main PC, rebooting, and then checking that no instances of it are left on the machine ?
Then reinstall a new download of CCleaner (you can just download free version and put in your licence details to turn it into pro version.)
Don't forget to make a copy.txt of your licence number and user name when purchased etc first
Don't forget to choose all the setting you like to have it set to when you reinstall.

Look under the Details tab of the Taskmanager instead before CCleaner displays and see if anything else shows.

Does it make any difference to the time to open if you disconnect from the internet before trying to run CCleaner ?

copy and paste this in the cmd prompt (run as admin) then press Enter key on your keyboard
rd /s /q C:\$Recycle.bin
By the way are you running as an administrator on the machine?
Also are your Program Files, Pictures and Downloads etc. all on your C drive?

Computers are just so weird at times
What about your original query (the folder options one) Is that okay now?

It looks like your permissions may be a bit corrupt.

If none of them do, then I would suggest (as a test) going into user accounts, making a new user, make it an admin user, and then boot into it. No need to give it a password at this stage
I suspect everything would work for you then.
If not, just boot into your original account and delete the test one

@AnraWhat type of account is showing for you when you look in Control Panel...User Accounts.
Is it a Standard User.. Admin ....or Guest?

Open the taskmanager.
At the very top click File.. then click Run new task.
In the box that opens type cmd and tick the box which says run with admin privileges.
Then you should be able to type where the cursor if flashing and press Enter to run it.

Also look in Windows Settings.. Privacy... Background Apps and make sure it isn't listed and ticked there/
