Yes, you have a corrupted recycle bin - Don't worry it often happens and is easy to fix, see this:

Right click the cmd shortcut and choose run as admin, the command you're using requires admin uac

 

ADVICE FOR USING CCleaner'S REGISTRY INTEGRITY SECTION

DON'T JUST CLEAN EVERYTHING THAT'S CHECKED OFF.

Do your Registry Cleaning in small bits (at the very least Check-mark by Check-mark)

ALWAYS BACKUP THE ENTRY, YOU NEVER KNOW WHAT YOU'LL BREAK IF YOU DON'T.

What operating system are you using?

If it is Win 10, press the start button once and immediately type cmd (no need to put the letters in a box or anything, just press start and type)

This in my screenshot should come up automagically

Also copy/type the command carefully -

In your post above you have misstyped it as  "C:\$Rercycle.bin"  and you have not put a space between "/s" and the "/q"

Either of those errors would cause the command to fail.

Thank you for your assistance, but I'm not having any joy?
Initially, it wouldn't allow me, (or follow the instruction to Run as...), where I got the message, access denied?
Eventually, I got it right
Obviously, I wasn't leaving a gap once I did get to Run as...
But, even then I was getting 'file not known' etc???
I tried leaving a gap before rd
With out a gap before C
Lots of different combinations???

Losing the will now lol

copy and paste this in the cmd prompt (run as admin) then press Enter key on your keyboard

rd /s /q C:\$Recycle.bin

By  the way are you running as an administrator on the machine?

Also are your Program Files, Pictures and Downloads etc. all on your C drive?
