firefox preloader keeps FF loaded in the memory, same things as the mozilla quick start or netscape quick start. I figured it might help FF load up, but DJ says no. Oh well It cant hurt though (It makes FF start up a lot faster too).

You can get rid of it, I uninstalled it along time ago because it would run every time I opened Outlook. Wait for what others think though just in case.

I think CCleaner is better than all of those programs you listed. easy cleaner can do all of the things CCleaner does and more but It can also harm your pc with things such as the registry cleaner and duplicate file cleaner. I have never used cyberscrub or eraser but they probably do about the same thing. I would stick with CCleaner and abandon the others if you want to be 100% problem free.

I think its pretty low to steal your neighbors connection. I have a question for you though I have a linksys router as well (its encrypted and you have to know the password) but I'm curious how far the connection will go. How far are you away from your neighbors router?
