Try uninstalling CCleaner (if the uninstaller will work) and restart the machine, then download to your machine the Slim Build from the list here and give it a try.

What is your security software?
Bare in mind that Win 11 Pro insider may have problems as it is really a test build.

Before I open CCleaner I always disconnect from the internet, then I use CCleaner custom clean.
I close CCleaner when finished and then switch the internet back on.
Takes no time at all and it is something I have done for a long while now.
But that's just me.

If you are in a company environment I presume you have a business licence and will be entitled to direct help.

As you may know Piriform Avast Avg etc are owned by the same company .. Norton (now called Gen Digital)

System Restore is turned off by default on Windows 11.

I usually download latest version over the top to update. Literally takes seconds.
Very occasionally I update through the interface. It works on Win 11 too for me.
I prefer to use Sumatra to open website pdf's on my system so I can save then if I want.
I choose in Settings to set it as the opening default for pdf's
