Are you able to create a new Windows local account as a test ? ( don't do the Microsoft account one )
You may have an issue with the profile you are using which is preventing CCleaner from installing.

It installed because of your recovery partition size (900MB)
By default it is around 500 or 522 MB at install of operating system. Microsoft wants you to add 250MB by resizing it through Disk Management yourself.
They resized Win 11 users partitions for them, there is no reason why the cannot do the same for Win 10.
I dread to think of how many millions of machines this has affected.
Also how many people tried to resize it themselves and now have no working machine.

Technically it was an ideas site for users to suggest things for CCleaner and it was put online by Administrators, but no one is looking after it.
We have asked, and asked, for it to be removed from the Ccleaner forum because it is just a spam machine.
We have been asking/begging them to take it down for almost a year now but so far they have done nothing.

Perhaps try opening CCleaner, click on the Applications tab at the top, then right-click on the word Microsoft One Drive and select Analyze and if there is anything there, double click on it to get a list.
This is under Custom Clean and One Drive must be ticked to see the list.

I'm not using any additional rules.
"Stop working" means the program doesn't open. In the past, I also had Foxit PDF Reader, which also didn't work when I used CCleaner.
The "Repair" option in Windows settings also doesn't work. The solution is always to uninstall and do a fresh installation. If I am inadvertently deleting a registry key, I think I'll need to know which one.
Thank you very much for your help.It is not recommended to clean the registry anymore unless there is a specific problem.
Even Microsoft recommends that you don't clean it.

The boot menu I use for restoring an image from a working Windows. The usb I use for restoring an image from an external drive when Windows won't boot.

Not the answer to your question I know, but the answer for me is that I disconnect from wifi/ethernet then I run CCleaner.
