You can get the dimensions using Microsoft Paint by clicking Image->Attributes. You could also have a free image service host the image such as ImageShack.us or XS.to then use their provided link/URL address for your avatar. I've always found a quicker way of reducing the dimensions is to use one of Windows PowerToys: Image Resizer http://www.microsoft.com/windowsxp/downloa...ppowertoys.mspx (you need to scroll down) it allows the user to quickly resize without having to launch MS Paint - it can be used via the context menu on a picture file.
