Telegram missing from the application tab

Correct. Ccleaner mostly only includes programs installed in the default location, even if it detects the program (through registry instead of file as some applications are in ccleaner) it might not correctly clean if the files it cleans are not in the default location .

You can see what ccleaner detects and cleans by running ccleaner.exe /export from commamd prompt and searching the resulting file for telegram

 

ADVICE FOR USING CCleaner'S REGISTRY INTEGRITY SECTION

DON'T JUST CLEAN EVERYTHING THAT'S CHECKED OFF.

Do your Registry Cleaning in small bits (at the very least Check-mark by Check-mark)

ALWAYS BACKUP THE ENTRY, YOU NEVER KNOW WHAT YOU'LL BREAK IF YOU DON'T.

Does the entry for Telegram in CCleaners Applications tab on the first machine have an asterisk (star) next to it?

If so that indicates that it is an extra that has been added to the standard cleaning list, (probably by winapp2).
