I don't like this software it asks for your email address to create a user/pass account.
Without login credentials it won't work not even give you a demonstration if it's blocking power.

May I suggest an emphatic distinction between "repair VIA WINDOWS INSTALLATION DISCS" and "repair VIA CONTROL PANEL".
Control Panel won't help the Volume Snapshot Service is not a software add-on you can manually install, uninstall or repair it's a Windows service which comes pre-installed.

This is very odd, you don't need Java Script to download files.
Are you running any Anti-Virus software with web content filtering??
Go to the download page again and then disable Java Script, can you still download??

I've seen Recuva fail like this before it would scan my virtual drive image but finds nothing although it was formatted and had stuff left over.
I used 2 different recovery programs (no names mentioned) both could find plenty of files to recover.
When you say dead SATA I assume you mean the partition table got corrupted?? in which case you might want to try TestDisk.

It's hard to fix the problem when you don't know the cause furthermore there could be other system services with problems too.
Have you checked the System event logs (eventvwr.exe) is it screaming errors such as COM and corrupt databases??
I did some research on VSS a few years ago I wanted to add a VSS plugin for BartPE since no one had bothered to write one.
I can tell you VSS has a lot of registry keys and keys that reference other keys as well as dependency to other components and services.
In the end I canned the idea it was too much trouble that it was worth at which point I had discovered DriveImage XML for BartPE.
Anyway I still believe the best course of action is a fresh install of Windows + SP3 using nLite.
It maybe a pain getting everything back working i.e. applications and drivers but your machine will feel like new again.

The only program I know that doesn't require VSS is DriveImage XML but only when you use it from a BartPE boot CD.
While running under normal Windows it still requires the Volume Snapshot Service.
As for "repair" install (keep old files) this should correct your VSS problems because it's like having a fresh install of Windows.
You should only use this as a last resort because all software and drivers on your machine may require re-installed.
To save time with Service Pack 3 you can slip stream and customise your Windows install CD using nLite.

sfc basically checks the files installed on your computer and compares it with your Windows install CD.
While this works for some situations it may cause conflict with files legitimately modified due to Windows updates.
If you still cannot get VSS working then it's either a case of using a different backup application or performing a "repair" install of Windows.

I think pings and script kiddies checking your open ports is the least of your problems.
Malware, scareware, giveusyourmoneyware and identify theft are more relevant these days.

Recuva doesn't handle damaged or missing partition information very well i.e. RAW drives.
This is a big disappointment since Recuva is free and other programs that can want your money.
As Dennis suggested run chdsk.exe /f, then TestDisk and see if you can salvage anything.

Do you have the STOP code for the blue screen of death?? (if your machine reboots on bsod hit F8 and select "disable automatic restart on system failure").

This is typical windows behaviour when a shortcut points to an invalid path or start folder.
I'm rather doubtful over the malware link since the machine already has AVG installed and Malwarebytes has given the all clear.
Could you select one of your problem shortcuts and check "Target" and "Start in" properties.
Do you seen anything strange or missing with these settings??

A higher process priority won't make a program run faster it just guarantees it gets more time executing code in case the CPU was being pegged by another application.
The reality is Defraggler can only work as fast the hard drive reads and writes changing process priority would have very little or no effect on the outcome.
For a quicker defrag don't run background applications that access the file system, having 2 applications fighting over for disk access would certainly slow things down.

Do you really think USB/PCMCIA/CARDBUS is faster than IDE?? actually it's the other way around.
Also flash based devices have typically slow write performances as well limited write cycles.
I'm sure it would be nice to bung in an 8GB flash drive to boost your RAM but that's never going to happen.

Under Windows XP applications could do pretty much what they like, under Vista / Windows 7 this has changed because user accounts are no longer administrator accounts.
For CCleaner to be able to delete files or modify registry keys belonging to other applications it must be granted elevated privileges (administrator rights) with UAC.
