Windows 10 won’t start.

I installed CC CLEANER and ran the clean up tools and restarted. Now the screen is blue and says “Your PC did not start correctly”

I have searched and watched multiple help videos but have made no progress getting the computer to start.

Before we can give the correct suggestions we'll need to know just what you did.

Which 'clean up tools' exactly did you run?
Each one does different things.

Health Check? Custom Clean? Registry Cleaner? Performance Optimizer? Driver Updater? Software Updater?  Others from the Tools menu?

I realise that you may not be able to see these if Windows won't start up:
What version of Windows 10 is it? (22H2 or an older one?)
And just to double check what version of CCleaner?
Are you using a 3rd party AV?

There are things that you can do, but we don't want to start with major fixes if there might be a simpler way.

Thank you for the reply. I ran Health Check, Registry Cleaner, Performance Optimizer, Driver Updater, and Software Updater. The computer has been used by my kids for a while and there were a lot of things making it slow. 
 

I was using CC Cleaner Professional.  I did not use a third party AV.  I do not know what version of Windows 10 it was.

Have you been able to get into the Advanced Startup options to troubleshoot or restore/repair Windows?

There are various ways to get into Advanced Startup, from what you have described as a blue screen with  “Your PC did not start correctly” you may already be getting there.
Is it an Automatic Repair Window like this one?

If so then try the Restart button there to see if it will automatically repair Windows for you, if that fails then try the Advanced options button.

If the screen you are seeing is not like, or similar to, that one then try number 7 here to get to it:

(Cycling the power button on/off like that to get into Advanced startup is often called a 'Hard Reboot' in help articles).

Yep, that blue screen is what I get when I turn the computer on. 
 

I’ve tried to restart and found several videos of the advanced options and nothing has helped. I do have a second laptop, one of the advanced options was something along the lines of a recovery usb drive. Is that something can make from the working laptop?

Making a Recovert USB is something you can do from another computer (that's the point of it);
But a Recovery USB is just another way to get to those Advanced Options, which you say that you have already tried.
I assume that 'Startup Repair' was the first that you tried?

But have you opened a Command Prompt from there and run SFC /Scannow and possibly CHKDSK ?

However as it says at the end of that video:
If you have tried the Advanced Recovery Options and had no success with those, amd so still can't get to the Desktop, then it seems that about all that is left to you is a reinstall of Windows 10.
You can choose to save your existing files and apps during the reinstall.
Hopefully you had your files backed up anyway.

You can create a Windows 10 installation USB on another computer, and then use that USB to reinstall Windows on a 'broken' machine.
The most awakward bit there is getting the computer to boot from that installation USB, it's a bit different with different makes and models of computer. Check your computer manufacturers website for how to boot from a USB on your particular computer.
(Or try just putting the USB in a port and then switching on, sometimes it can be as simple as that - but not always).

It isn't difficult to install/reinstall Windows, but everyone is a bit nervous if they have never done it before.
Follow the instructions, don't rush, and it should be a doddle.

If you are not sure at all about doing it yourself then get a friend/acquaintance/workmate/etc. who has done it before to help you.
(Or take it to a computer repair shop and ask them to do it for you, which is going to cost you, don't forget to tell them that you want to keep the apps and data already on there or they may just do a completely fresh install).

If you decide that you do want to reinstall Windows 10 at this point then go to:

Scroll down to "Create Windows 10 installation media" and see "Using the tool to create installation media (USB flash drive, DVD, or ISO file) to install Windows 10 on a different PC".
Read carefully the instructions there, and also "Using the installation media you created".

If you have never installed/reinstalled Windows before then you might also want to do a websearch for "Reinstall Windows 10 without losing data" and watch a few videos first.
Here's a quick 3-minute video from Asus showing creating the installation USB and then using it to reinstall Windows on an Asus laptop.
Note that they don't save existing apps/data there, they change that option and do a completely fresh install instead.
Presumably you would want to use the preselected option and keep your apps and data.
