Windows 10 Run As Administrator

Recently I was stopped from being able to open programs unless I right clicked them and 'run as administrator'.  This is a new problem that I never used to have.

Other issues and this one made me reinstall windows.  So the programs could be opened normally once again.

I have hotkeys to launch programs, adding the hotkey to their shortcut properties.  These have stopped working too.

After sweeping the registry with Ccleaner, both problems are back again.  I see that in the results list it is deleting things like 'unused file extensions' and things like that.

So how can I fix these problems and stop them from happening again?

We recommend that you don't regularly use the Registry Cleaner with Windows 10 or 11, only use it if you have a specific problem.
The Registry Cleaner is meant as a tool for fixing things if there is a problem, it is not meant for regular use.

Using any registry cleaner will not speed up your machine in any way, and only saves a few KB of disc space.
Using a registry cleaner on a healthy machine can even 'break' it.

Windows 10/11 changes the registry too often to make using any registry cleaner totally safe.
You might get away with using one - but doing it regularly can, and does, lead to problems.

Ok, that's what I did.

The windows reinstall using the media creation method doesn't fix the broken shortcuts.  I'm having to reinstall all affected programs.  It's slowly coming back to normal.

The windows store was still broken.  I had to install that package thing with the command prompt to fix it.

I did a security properties procedure to gain full administrator control over the files on my computer.  That should help.

My recycle bin was or still is corrupted.  I ran the scannow on the command prompt.  It found and fixed corruptions.  Don't know if that's fixed.

I couldn't get qttabbar to work on my explorer, or even uninstall.  But it's fully gone now, and in that process I learned of Directory Opus 12, which is way better.

I found microsoft powertoys too.  Very happy with that.

I would't expect a corrupted bin after a fresh install of Windows, but odd things do happen.

It's an easy fix, and always worth giving again for those who dont know it.

Open an elevated, run as administrator, Command Prompt. (Not PowerShell, this command string will not work in PowerShell).

Type the following (or copy/paste it) and press Enter:

rd /s /q C:\$Recycle.bin

That removes the current Recycle Bin completely and so Windows immediately creates a new one.

When sucessful as it is here it should look like this. There is no dialogue unless there is an error.
