The article is called Web News Wranglers Maybe what you are looking for are the RSS feeders such as Awasue Personal Edition, Rojo and SharpReader. All of these are free and mentioned. You can probably find the complete article by going to the PCWorld website. The article was written by Ryan Singel. A couple mentioned in the article that I like are Digg and Reddit.
