CCleaner is Skipping Ede Cleaning

It Skips Edge because Edge is still open in the background.

See this for how to turn off Edge background running so that CCleaner can clean it rather than skipping it:

As for the 'Do you want to close EDGE' message.
If you stop Edge from background running then you don't need it because CCleaner won't need to ask you to close Edge anyway.
If you don't stop Edge from background running and so do want that message back then the easiest way is to reset CCleaner to the default settings, or if that doesn't work to uninstall/reinstall CCleaner.
That does of course mean you'll then have to set up any other changes that you had made again.
