Run ccleaner exe on Start up

That seems odd as most people we get here ask how to stop that from happening.

The easiest way to do what you ask is to enable either:
Automatic updating of  CCleaner, Options>Updates>Keep CCleaner updated automatically.
Or enable smart Cleaning:
Options>Smart cleaning.
Either one of those will start CCleaner in the background and Windows will automatically put a CCleaner icon in your system tray (near the clock)

You could also 'Pin' the CCleaner icon to your taskbar if that is what you are meaning.
That doesn't start CCleaner in the background but it does make it easier to launch.

If your are meaning something else then please explain more just what you are wanting to do?

From the main window, select Options, then Scheduling. 
Click the Enable button to activate the Scheduling function. 
Choose the schedule type (Daily, Weekly, Monthly, or At Login).
Select the date and time when you want CCleaner to start
Click Apply to save the schedule.
