It means the exact contents of the file.

For instance I recently had 2 'identical' photographs - but in one a few pixels had been changed by 'red eye reduction'.

So they looked similar but the digital content was different so matching  'content' would not see them as duplicates.

Thank you so much for getting back to me.

This sound like the perfect way to do a deep scan of photos that are just too many duplicates to go through; right? Like the least likely to delete an image due to human error, like me labeling the wrong thing.

Yes if the didgita content is the same then they are true duplicates, no matter what the name.

I was pointing out though that it won't find 'almost' duplicates where one has been just slightly modified.
If it's a small change (like red eye reduction) then you might not notice the change at a glance, but they are different.
