For instance I recently had 2 'identical' photographs - but in one a few pixels had been changed by 'red eye reduction'. This sound like the perfect way to do a deep scan of photos that are just too many duplicates to go through; right? I was pointing out though that it won't find 'almost' duplicates where one has been just slightly modified.
