I would suppose that emulation is possible by intercepting the apps output, creating a software audio device that uses a "what you hear" idea, and then adjusting on a per-app basis. But I would expect that to have some real performance issues, audio lagging and possibly quality issues too. " That said, IndieVolume seems to be the only way to do this.
