If it's maximized (Full Screen) and you close it by clicking the 'X' then it should open maximized again next time.
(That's working as it should do here).

Are you closing it using the 'X'? (Or maybe you have it set to close automatically after running?)

If you are using the X and it's still not opening maximized then next time try holding down the 'Ctrl' key when closing.

The usual questions just in case:
Which Windows version are you running?
Which Antivirus are you running?

That may be the issue then, because it's being closed from within CCleaner itself Windows may not be remembering that you had maximised it.

Windows sometimes seems to forget what size window things should open in, or won't remember the new size when you have changed it.
When that happens Windows needs a bit of a jog to get it working as it should again.

Firstly do a 'Restart' (not shutdown) of your computer.

Next open CCleaner, maximize it, don't clean (or turn the automatic closing off), and use the X to close it, do it a couple of times if needed so that it opens as maximized every time.
If you still can't get it to open as maximised then try the same again, but this time press and hold the Ctrl key while closing the wndow.

Alternative:
Do you have 'Save all settings to INI file' selected in CCleaner Options>Advanced?
That should remember the window size however it is closed.
