CCleaner deleted photo's and video's from whatsapp from my wifes cellphone.

How can I get them back??

Were these photos actually stored on the phone, or were they Whatsapp links to chats/messages?
(I'm guessing they were links).

CCleaner shouldn't delete photos off the phone (unless you specifically tell it to) but depending on your settings it may have cleared Whatsapp links.

Did you have 'Chat Backup' enabled in whatsap.
If so then you may be able to get them back - if it hasn't made another backup since you deleted them. (So if Chat Backup is enabled you may want to turn it off to prevent that happening while you try to get them back).

This article tells you how recover a chat backup, read and understand it all before trying anything,  if you are not sure then ask someone who knows more about Whatsapp on Android to help.
