have you tried deleting that .DAT file and seeing if CC still runs?

 

if it doesn't, there's your answer why it's there.

if it does, maybe there is no need for it.

Backup now & backup often.
It's your digital life - protect it with a backup.
Three things are certain; Birth, Death and loss of data. You control the last.

The portable dat file tells ccleaner not to be able to activate certain features (such as context menu additions, and forcing settings to ini). It's empty and you can delete it but I think it's pretty useful and takes no space (it's a blank text file with dat extention)

 

ADVICE FOR USING CCleaner'S REGISTRY INTEGRITY SECTION

DON'T JUST CLEAN EVERYTHING THAT'S CHECKED OFF.

Do your Registry Cleaning in small bits (at the very least Check-mark by Check-mark)

ALWAYS BACKUP THE ENTRY, YOU NEVER KNOW WHAT YOU'LL BREAK IF YOU DON'T.
