Its fairly simple and you can find good instruction here: http://www.neowin.net/forum/index.php?showtopic=140707 Then download the file and unzip it. Put the msstyle file in C:/Windows/Resources/Themes. The other contents of the zip file is the background(.jpg) and then the program that will turn your taskbar transparent.
