I notice the log says "Marked for deletion", and I know that explorer.exe usually has a lock on the files. When does CCLeaner actually delete the files? They can't be immediately removed by CCleaner because as you say, they're in use. When you reboot, the index.dat file you see will be one newly created by Windows.
