I'm finding some information about this issue: https://appuals.com/how-to-fix-the-software-for-this-device-has-been-blocked-from-starting-because-it-is-known-to-have-problems-with-windows-error-on-windows-code-48/ but I don't think this is the one you're referring to, as this seems to show up in the Device Manager rather than during installation.
