Meaning/Definition of 0% Fragmentation

1. After a defragmentation run, I still have fragmented files, a non-zero fragments count; but the fragmentation percentage is 0%.

2. This does not compute.

3. What is the logic behind displaying 0% Fragmentation, when the other two numbers indicate otherwise.

4. The logic for displaying 0% Fragmentation should be explained somewhere;

5. Or better still it should display "<1%" if for some technical reason 0% fragmentation is not achievable (and the reason put as a message for the user.

6. Happens on my boot-drive/system partition (C:).
