Windows XP hourglass icon

The other day I got home and noticed the hourglass icon was a different color than usual. The top and bottom of it was rather blue. Some program, AVG or Windows or something I can't remember now, had updated and I had a pop-up telling me I needed to restart my computer. Is that why the hourglass was a different color? Is it blue if Windows is waiting on me and the usual color if I'm waiting on Windows? Thanks.
