Ccleaner causes Windows 10 Start button stop working

Windows start and search box stopped working after I installed Ccleaner 7

Right after uninstalling 6.9 v and installing 7v I lost all function of my Windows bar and search bar ! I can’t uninstall 7v now because I have no access to my windows menu. I followed the steps windows has for getting it fixed, but I need to get into the Windows menu first to change to “ administrator” !
