The most common is that CCleaner is already running in the background. (Smart Cleaning maybe).

Go into task manager and "end task" for any instances of CC that are running, then try installing the new version.

Perfect Was getting but ending the task in the background seemed to solve the problem

I am also having an issue with installing the latest 5.61 version
