Files Recovered after 35 pass overwrite. What I doing wrong?

ok - if you are unable to help can you point me to the correct Forum to get help - Or a web site -
We cleaned hard drive free space with CCleaner and used 35 passes. But we were able to recover at least PDF file and one partial vid. What am I doing wrong? Anybody?
