Error while Defragmenting (64-bit)

I'm having the same issue, actually, but with Windows 10 and a power failure while defragging. Can't figure out how to fix the missing urlmon.dll now... and a large number of executable files refuse to work without it. How on earth do I fix this one? I'm pulling my hair out - and am not a newbie user (I started out programming mainframes in the 1970s...). HELP! Please?
