hello - i've tried this and it hasn't made a difference. any other idea's?

hello, I am running windows 8.1 pro on my machine. ever since installing windows from scratch, i have been unable to install Ccleaner and i have had to rely on the portable version for now. this is not my first time installing windows from scratch and i have had it working on windows 7, 8, 8.1 and 10. my hardware has it changed. the title above says it all. please can someone help me with this? I have tried installing into multiple different directory's all to no avail.
