Thanks for this topic and solution! I'm having the exact same issue on Windows 10 since the early builds (clean installs) and on build 10130 as well. Changing the name of Ccleaner64.exe to something else fixed it for both the portable version and the normal install one. I was already looking into .net framework 3.5 if that was causing it, but it's just something like this -.-
