The command line version (df.exe/df64.exe) really needs to be able to recognize an SSD and treat it accordingly. The most current vesion (2.19) will defrag and it does not have an option to optimize like the GUI version does.

I would like to know this as well because the command line options do not seem to take SSD drives into account. When I tested on my Surface, it stated the drive was 11% fragmented and then proceeded to run a defrag instead of optimize.
