Why CCleaner does not clean up Local Setting's Temp folder ?

Hi I found that there are some junk files in : C:\Documents and Settings\Grace\Local Settings\Temp AND C:\WINDOWS\Temp I run CCleaner but the files are still there do I have to edit something in the winapp.ini ? thanks all
