So what is the purpose of having these clog up your hard drive? When can you be sure a particular HOTFIX is working or not?

I recently scanned my PC and checked the Hotfix Uninstaller box. There is a ton of crap in there. If I delete these entries, will it adversely effect my PC? If any one knows for sure please let me know. Thanks.
