3 years ago, that would be true. However, a lot more people are getting more aggressive about promoting Linux as a desktop OS. Ubuntu is one of the stand outs in a distribution that has gone after the home user market as aggressively as Microsoft.
That particular line of thought there CaPMan also helps contribute to a myth, that users have to proficient in computer care and have to know about a computer to use Linux. That simply isn't true. I've spoken, personally, with several hundred people while working for Cox Communications who wanted to dump their Windows and move to Linux, but thought it was simply "too hard."
The point of MepisGuides is to completely remove any barriers to entry, and to remove the myth that the average user can't use Linux. So no. If someone is making the step of converting or adding Linux to their computer, I hope it is a new computer user who is not locked into Microsoft's bad habits. And, no, users who are installing Linux today are not fairly proficient in computer use. Many are self described as computer illiterate.
