Following Nukecad's process above fixes the issue temporarily for me. After I reboot, it's running in the background and showing in the system tray again. Opening the CCleaner UI after said reboot, I can confirm that neither Smart Clean or Auto Update is enabled.
New update leaves CCleaner running on System Tray after it's closed.
