I'm not sure if this is still an issue for anybody but I was having the same problem for whatever the reasons that were mentioned. So I figured I'd run it with admin compatibility mode checked and suddenly when ccleaner opened up, I was no longer offline. This may help or just be a waste, any who, cheers!
