What error do you get when you run Dism ? Did you run it as admin ?
Have you tried running a System File Check (SFC) ?
DISM doesn't have an error.I run it as an administrator.
I also tried Sfc/scannow, and it didn't have an error too.

Open cmd prompt (or Powershell) as admin.
Paste in..
DISM.exe /Online /Cleanup-image /Restorehealth
let it finish completely then restart your machine.
I tried this, but it doesn't work.

The problem is that the File Explorer menu disappears, and clicking all items cannot be opened.
Last year when I reinstalled Windows, there was almost no other software installed except CCleaner.
Cleaned several times with CCleaner's cleaner and registry features, and then the problem shown above.
