Windows 10 Home ver 1607 build 14393.51 when importing saved cookies using IE11, cleaner does not display the imported cookies under cookies on computer. I'd like to be able to move the imported ones to cookies to keep. Suggestions?

Using IE11 you can export/import favorites, feeds and cookies. I always export the cookies to keep when doing a clean install(ISO).
