I want to know what are these Windows Firewall rules that CCleaner shows when scanning the registry.

To my knowledge those are normal to be excluded for Windows 10 and newer. Something CCleaner is protecting against removing with the registry cleaner. Edit: They're excluded on my laptop too, so it isn't unique to just your computer.
