does anyone know why a new windows 7 does not find updates?
could it be because windows 10 upgrade?
I've been noticing the same thing.
in the last week I have rebuilt 3 Win7 PC's and on all of them, the Windows Updates just sit there and never progresses, even when left on overnight.
I've not been too perturbed since those PC's would be getting updated to Win10 before too long.
Many places on the web discussing this, and many supposed 'fixes' for it.
- I have seen the same complaints on "Bleeping Computer".
- Computers weren't finding updates.
- CPU went "through the roof". I - at least - assume as a result of "Svchost" not being able to find what the proper updates should be.

- I had different kind of "problems" with Windows Update. The first time one Update was listed under "Important Updates" and after some time it was moved to "Optional Updates". (I wasn't in a hurry to install those updates.). Then after say a month Windows Updates "changed its mind" again. Then Windows Update recently recommended that I install the same Update twice on my Win 7 system. One was listed under "Important Updates" and the other was listed under "Optional" updates. Weird stuff, those computers.
Trium, It seems the issue is caused by windows updates itself.
And yes, in my opinion its related to microsoft's increasingly desperate effort to get everyone onto win 10.
Some folks have mentioned exactly your issue, win 7 doesn't find updates, and then after a looooong wait it finally does.
It is not enough to just hide an update anymore, like in the old days.
Some of them get re-issued (same name, different version), some get replaced or superseded, some just seem to slow things up.
My list of updates to ignore or uninstall has grown to over 50 items.
There is so much inconsistency in the available information that I hesitate to post anything specific.
I haven't actually tried any of the suggestions yet.

i have uninstalled all recommended updates for manually install and wait of the end of w10 for free and will hope it works after this time
(i cant install IE11 --> neither offline installer nor online installer)
windows tells me "i must have a update" but what one?

with the post from hazelnut (Windows 7 SP1 Convenience Rollup) i successfully received the updates from microsoft.

i dont know if it is a generally working update repair of a new installed w7 but in my case it works only in this version. all other kinds of "updaterepair" dont work on my pc.
1. --> installed KB3020369
2. --> installed KB3042058
restart
3. --> installed KB3125574 (Windows 7 SP1 Convenience Rollup 316 MB)
after restart again and update-search i have the updates thanks hazelnut

I would recommend to install the "optional" KB 2852386 update. It updates the build-in "Disk Clean Up" tool. After that a user can SAFELY delete A LOT OF files from the bloated "C:\Windows\winsxs" folder.
- Are there no updates for Win 7 this month ? Or are they released later this month ? Is MS too busy fixing bugs in the latest Win 10 release ?

- Ooops. I took one look at the calender in Win 7 and that gave an answer why MS didn't release any updates yet. Next tuesday is the second tuesday of the month.
- This article
says that one needs to install 2 updates (KB 3138612 & KB 3145739) to fix WU.
- "Mixing cement & beer to produce cheesecake" ??? I think Windows still contained (contains ???) one or more bugs when it came to handling Unicode characters and those bugs could/can throw WU "off the rails".

It recommended to install KB 3102810 and it worked on my (freshly) installed Win 7 SP 1 system to solve the high CPU problem. (But it also recommended to install KB 3138612).
- On the topic "Installing IE 11":
- I have a copy of the IE 11 stand alone installation program and a copy of the latest "Cumulative Security Update for IE 11". It allows me to install IE 11 even when WU "doesn't work". IE 11 checks whether or not a number of Updates are installed and will automatically download & install those Updates before it installs itself. Those updates are (I have those installation files as well):

In other words: I am less dependent on WU working properly.
- The WU procedure/algorithm still has some (small ???) bugs. Although I re-installed Win 7 SP 1 (2 days ago) WU recommended that I should install SP 1 (Size: ~ 9 MB). But the Win 7 SP 1 stand alone update has a size of ~ 920 MB. And when I try to install that stand alone update (KB 976932) then I get a "SP 1 is already installed" error. Odd, very odd.

- Based on info found on "BleepingComputer" I found something disturbing. It seems that if one hates to see that WU runs forever searching for updates then one needs install a new (security ???) patch every month, before one lets WU search for updates.
- It suggests that one or more updates "break" something in Windows and that only a (security ???) patch can fix that broken part of WU/Windows.
