Hmmm, maybe --> Start>Run>cmd>OK.
Edit: You can also go; Windows\system32 directory, find cmd.exe and create a shortcut.

I've never heard of FAT on its own. FAT16 was Windows 3.1. FAT32 is Win9x/ME. So do you have a dual boot system because I doesn't think you can convert FAT to NTFS straight off.
As CeeCee says just Run: cmd or you should have a short-cut in Accessories.

My file system is FAT 32. I currently have XP Home but my previous OS on the same PC was ME. That is why even though I have XP, my filing system is still FAT 32.
According to the info on this link http://www.ntfs.com/quest3.htm you can convert FAT to NTFS.
