Every time I start my Windows 10 desktop, I am asked to confirm that ccleaner can do it's thing. Can I turn this off? See picture.

You need to enable skipuac in settings of ccleaner

Yeah, I get this popup every time too. It's annoying. Also it scares me when it says it's making changes to my pc.

It should scare you, that's the point of uac; to make a user aware that a program is running that has the ability to run as a "superuser"/"admin"

For ccleaner you can use that option: skipuac. This will create a task in Windows' task scheduler which will skip the warning, however I'd suggest doing this only if you have ccleaner starting when you boot your computer (for security reasons)
