Used CCleaner now have basic issues using computer

My work computer tech guy suggested CCleaner for my slow older home computer.

Since using CCleaner basic free edition, my desktop has changed with a strange white bar on the left. My desktop icons don't work most of the time (weirdly they work occasionally) and also don't work from the Start menu or program file. Some of the icons on the right side are off the screen and I can't get to them at all.

Any idea for getting my screen back to working? I am not versed well in computer tech talk so please make it simple.

With the amount of problems I'd think the easiest and quickest fix would be to use a System Restore Point that was made before you used CCleaner, that is if you have a restore point before then.
