Uninstalling Programs from External Drives

My 8 yr old Dell computer recently died (motherboard) I purchased a new HP with Windows 7. I took the hard drive from the old computer and placed it in an enclosure and I am currently accessing this drive through the USB port on the new computer. My question is can CCleaner be used to uninstall programs on that drive? I want to remove them and clean up that drive so i can use it as just an external drive for files.

They aren't installed anymore, you can safely delete the program folders from the drive.

Your best move is to move the files and documents (i.e. Music, Pictures, MSOffice documents) to the new computer's drive. and then when you are sure you've gotten everything (I actually go through EVERY FOLDER looking for things I might want) right click the old drive in "my computer" and choose format drive. Make sure it's set for NTFS and Quick Format and you're good to go.
