I am using Windows XP on a Dell Desktop. Also, I am a novice computer user. I uninstalled an old version and attempted to install v. 2.31.1153. A pop-up said that the files were downloaded, but I can't find a way to run the program. (no icon and nothing in the list of programs) Prior to the installation process, I disabled Webroot, Norton anti-virus and Norton firewall. I then re-booted with no results. Any help is sincerely appreciated.
There is no need to uninstall a previous version of ccleaner, you can just install the new version over the top of the old one. (Unless it was a many years old of course )

I know it's good to keep one topic per thread but I'd suggest reading up in the security section of the boards.
I consider Norton to be a legal virus in it's own right. The thought alone of it being a firewall worries me.
